Help - strange electrical problem

'94 CSE, auto, 179K - last few days when turning the key to the ON position before starting, interior lights are dim, ACC lights flicker and EDU shows 7.8 - 8.5V. I connect a digital meter to the battery and it shows 12.4V. (Battery is new). Trying to start - just a chatter from the starter. Connect a second digital meter to the cigarette lighter it shows similar voltage as the EDU 7.8-9.0V. After a few tries the car starts ok and runs fine. While driving voltage shows 13.6V as it should be.
Obiously a huge voltage drop from the battery. Cleaned and tightend the posts and the connections on the distribution panel in front of the battery (grey and red wires).
Must be a faulty relay contact or possibly bad ground somewhere. Is there a relay between the battery and the rest of the car? Anyone experience a similar problem?
