Often it is the check valves.
On the early models you can get at the reservior easily. The CS series will crack where it mounts to the unit body and is harder to get to. But the check valves are notorious weak spots.
Go under the car in the right front corner. undo a couple of the 10mm bolts and if you have small hands you can get to the check valves. One goes to the windshield washers, the other to the headlight washers (that one is a T fitting) I just did one of mine yesterday. It takes maybe 15 mins if you have to take off the whole panel under the car, about 5 mins if you can do it without removing the panel.
A check valve at the dealer is $12.95. They are $7.95 for a Saab one or $2.95 for an equivalent OEM piece at eEuroparts. Or you can use a straight-through vacuum hose connector which seemes to do the job just fine and costs a buck at your local parts store.
If the tank is leaking, they can be tough to patch. see other posts. You can always get a used one from a site sponsor like Goldwing.
