The 90-91 engines used to have a barbed black rubber plug pushed into that hole but it was not good enough so they went over to the aluminum plug with O-ring and bracket/bolt. Saab have a part number for a kit including all the parts needed to update the old engines.
In around 94 I thought that all 4 cyl engines went over to the cupped steel plug (almost like a freeze plug design) that is driven into the cylinder head for a permanent installation.
