...with re-fitting the plastic covers after you've removed them, or if you just want to know how to re-fit them to get no noise from them.
All i can tell you is, re-fiting them is a pain in the butt, on my 1990 9000 turbo anyways. My steering column also does not move.
I think you definately have to get one panel in first and then go for the second, while moving the first one around a bit.
They interlock together in places...
and i can only imagine that if they weren't both installed perfectly, with the screws tightened underneath, that they would make noise when steering.
you can try to put them back together, and spend some time paying close atention to where the steering system is rubbing the panels, and remove them again to File them down in the places they rub... or possibly some wd-40 or grease would work...
that's my advice to you
