It's not that bad. Jacking the car up (and supporting with jackstands) helps immeasurably.
The only difficult part is IF the bolts holding the plastic cover plates in place have rusted. If that happens (and unfortunately, it's pretty common), you turn the bolt, and the 'captive' nut behind starts to rotate. Then it becomes a pain. However, simply leaving the panels in place is no great solution - at some point you're going to need access to the windshield washer reservoir or the like, and you'll need to remove the panels anyway.
Once inside, you can determine if it's simply a case of a bolt or two coming loose.
As to the 'universal' fog lights, yes, they work, but they won't have the nice integrated look of the OEM lights. And I find fog lights to be invaluable in lighting up the near roadside. And if you want to wire them in properly, you're going to want to remove those access panels. Or simply use a big roll of duct tape and glom them onto the bumper (just kidding).
