I just replaced some hose from my washer reservoir which means I accessed the same spot on the car as the fog lights. Taking off the splash guard isn't too much trouble, and the fog lights are right there. (I might mention here that I have and Aero, so the airdam is different than Joes, but for all intents and purposes, the methodology is the same.)
I recently put Sylvania Silverstars in my headlights and I am impressed. I worth-while investement. I noticed the other day that one fog lamp is also burnt out so I'm going to be getting Silverstars for them as well. (I purchased mine on ebay (new) and saved about 50% over autoparts store prices.)
If you don't mind messing with your bumper or airdam, you can get some very nice aftermarket head/fog lights these days... You could get that rally-look, which isn't a bad thing!
