You can't turn the motor by hand. Or if you do, you'll break it. Inside the wiper motor is a small, high-speed electric motor that drives the wiper through a gear train. You can't 'back-drive' the gear train by turning the wiper, even when all is working properly.
If you remove the wiper motor, you can (with some difficulty) pop the back off. There is a set of contacts driven by a cam, and those can get carboned-up. The purpose of the cam is to allow the motor to run for a few swipes and then stop at the proper place. Seeing as the entire motor assembly is awash in a thick grease, it's pretty clear why the contacts could get gummed up.
The motor has a self-protection system - On one edge of the case, there are two leads with what looks like a thin metal piece (square or round) wedged between them. This is a positive-temperature-coefficient resistance element. If the motor draws too much current, this element heats up and the resistance increases, and the motor stops. I have had motors where this element kicks in too early. You can tell because the wiper moves, just incredibly slowly. It may take a few days of driving for the wiper to make a full swipe.
It can't hurt to try cleaning the contacts. I will let you know that I haven't had luck in getting a motor to work again (out of one try), and the solution is a junkyard motor.
