That's normal. You retard the timing at high engine vacuum (low load), typically idle and as the vacuum reaches closer to atmospheric, it becomes less retarded, which is essentially the same as advancing it.

advancing or retarding timing isn't a function of engine vacuum or pressure. Timing is changed to deal with different engine conditions. They just use vaccum as a nice way to know when they want retard. At low engine speeds and low engine load (typical of a lot of vacuum), you want to retard the timing for a nice idle and easier starting. After that, you want to go to the 'normal' timing. Timing after that gets advanced not by vacuum, but by engine speed - there are weights in the distributor that move the timing at higher speed to advance the timing.

So basically, they want retard at low engine speeds and load, and want advance as a function of engine speed. So they put a one-way valve in there so that the turbo boost doesn't over-advance anything.
