Small pipe gives better back pressure, so you get better torque off the line. Larger pipe allows higher RPM. Seeing that you are here and concerned, schedule an appointment for him to do it right. Just call and speak to the manager. Do not even discuss it with him. Just say "Did you get the right size pipe in stock so that you can fix my car properly?" Say it like he could not have possibly thought that the smaller pipe was fine.
