I just repaired two headlight relays, they both looked fine but had intermittent faults, i.e. lights not operating properly. I removed and replaced the solder for the three mounting pads on each relay, and only these points, and the problem appears to be solved. My understanding is that solder is crystaline, the heat/vibrations/stress can affect its structure, which affects its conductivity. In any case the old solder acted quite strangely when heated, indicating that something about it had changed.
Ari had a nice writeup on soldering technique a few weeks ago, do a search. I highly recommend removing the old solder and replacing it rather than just heating up the old stuff. By the way, soldering irons can be very cheap (and range to quite pricey, depending on features and quality), you have little to lose by trying to repair your faulty relay.
