First off, do you have an auto or stick? An auto will always achieve less mpg's because of the extra weight and gearing. If a stick, holding it at higher rpm's before shifting will lower the mpg's.
In my case, I average 18.5 mpg with my auto '98 (that I maintain in tip-top shape), but I tend to drive a little less conservatively than the next guy. This doesn't mean that I speed up at green lights and stomp on the brakes at the red lights. What I mean is that while on the highways and parkways, I tend to live in the left lane, keeping the rpm's above the green "economy" band, and I'll never pass up a chance to leave a contender in my rear-view mirror. If I've been heavy on the gas pedal more often than not, then I have seen my mpg's go as low as 17.
When I take the car on long hauls across interstates, I average about 22 mpg's, and that usually involves cruise control since the family is with me.
I use premium fuel which will result in lower mpg's (but higher performance with a turbocharged engine). I also have a re-mapped ECU, but that should only affect mpg's when driving the car hard; otherwise, it functions just like a stock ECU.
