Use the search feature on this bulletin board on "TCS" and you'll have an evening's worth of homework to do, but you'll find yourself well acquainted with the foibles of the TCS system once you've taken all this in. May I recommend my own writeups as the 101? Shameless self-promotion!
Generally you'll see the check engine light come on any time the TCS has a fit -- the electronic throttle is tied into the engine management system, so when TCS dumps the electronic throttle for safety reasons it causes a fault in the engine brain.
Most TCS symptoms, especially ones involving the car not wanting to start and idle properly, are the result of a bum TCS safety valve, mounted on your car's false firewall behind the engine. Do your reading and you'll find out about that part!
Your dealer will be happy to know he doesn't have to shell out more than $100 or so to make the problem go away if this is the offending part.
