I have had issues with the Lamp COntrol module, located in the relay box inside the engine compartment. Usually just loose in the socket. The headlight relay has failing solder issues, but that would take out both high beams or both low beams, not just one. The control module doesn't have the large internal components that cause solder pad issues, but it is the place where the single low beam power is split into left and right. And again, different fuses. One ground per headlight.
