And, only low beams, only high beams, or both?
If it's both low and high beams, then the only single point failure for the headlight is the ground wire.
If it's just low or just high beams, and one headlight only, then it's the 'lamp control module'. I ask what year because it's in different places in different cars. In an older car (like an '88), it's an actual relay located in the relay panel behind the glove box. In a '92 it's solid state, but behind the glove box. In newer cars, it's solid state and located in the engine compartment.
In general, I would expect you've got an older car, because I can see a failure in the relay-type one. The solid state one doesn't usually fail internally. It might be poor contacts.
Also, each headlight filament (left high, left low, right hi, right low) has its own fuse. Make sure you don't have a flaky fuse.
And lastly, try swapping light bulbs and see if it follows the bulb. It could be an internal bulb issue. Of course, if you've replaced bulbs, that idea doesn't hold. but if you've gone to a higher wattage bulb, be aware that those can overheat the connectors and cause problems.
