The relays only switch both the highs or lows at the same time. There is no true relay that has one set of contacts for just one headlight. So it can't be a relay.
I say 'true' relay because after the low-beam signal leaves the headlight relay, it goes into the lamp control module, which monitors for blown headlights. It splits into two there, one for left, one for right. The two signals go out, through individual fuses, to the headlights. However, the lamp control module (which looks like a relay from the outside) is pretty much just a piece of wire for the headlight current. It could be a bad internal solder joint, but unlikely. The bad solder joint issue with headlights is due to the solder pad both carrying current AND acting as the physical mounting of a big, heavy relay. The vibration in the engine compartment bouncing that big relay around cracks the solder joint. There is no big, heavy, relay inside the lamb control module.
I would pop out the lamp control relay and spray the contacts and socket with contact cleaner. Let it dry before putting it back in and starting the car. I'd do the same with the headlight fuses. Lastly, have you tried replacing the headlight bulb? It could be a problem in the bulb, or just a bad connection at the back of the bulb.
