You still don't get it !!!! Your going to empty your bank account trying to fix this car using your Methods! You have all the info you need right in front of you.You ask for advice,it's given - But Still you look for a fast fix-Changeing parts to get a set of numbers you want. YOU DON'T GET IT !!!

LET's Recap the events......
1-The car has sat unused for a # of years
2-You purchased it
3-It has become Your money PIT

The engine is running rich at idle from your reports.
You found a bad internal leak at the fuel preasure regulator,fuel was entering the engine thur a vacume port.You exchanged it with another-What is your present fuel preasure ???
The fuel injectors are in question,because that is now the only path for fuel into the engine.
The spark plugs show a black carbon coating.Indeed it's a rich mixture at idle.
You read a high voltage off the O2 sensor at idle-RICH and it shows it leans out at higher RPM's The Engine Control System appears to show it WORKS...It is able to control the mixture,but data in question.

Not being there it's hard to give advice as to what to look for.There is many things that need to be checked.What kind of condition is the engine in ??? Who knows.What is the timing,what is the wear of the timing system-chain,gears,ect.Are the valves sticking-???How is compression.What is the spray pattern on the injectors,their flow rates ?

Your dealing with a 17 year old car with a unknow history and condition and your looking for very specific numbers for certain devices-That's Not The Way your going to get this car on the road!!!!! There is alot of devices that may not be in spec at this time.You need to step back a look at this project-it may be beyond your skill level at this time,and you may need some on the site help from someone to help you at this point.
