I'm going from memory here, but I'm pretty sure that the injector always gets 12 volts (or so), and that the pulse is created when the low (ground) side of the injector is grounded by the switch (transistor) inside the ECU. The high side (12 volts or so) is provided directly to the injectors via the main relays.
Injector #2 gets its ground signal from pin 4 on the ECU. When the injector is closed, that voltage will be 10 or 12 volts - the same voltage on both sides of the injector coil. When the ECU commands the injector open, it will ground that wire for a short time. Typically only 2-5 milliseconds per engine rotation (number from memory). Not a signal you will see with a meter. So the 'low' side of the injector, the one that goes to the ECU, will look like a voltage very close to the battery supply, IF you are using a meter. Only an oscilloscope will show you the true signal.
