Hit the return key too soon. Happens to guys of a certain age, I guess.
Depending on your meter, it may average the signal. If it spends 80% of the time as non grounded (12 volts), and 20% grounded (0 volts), the average would be around 9.6 volts or so. It should be the same on all of the rest of the injectors.
The output from the ECU is designed to drive a pretty big load - an injector can pull some serious amps. Connecting it up to the high resistance IAT shouldn't hurt it a bit.
Now, what did you hook the injector up to? It's designed only to get a very short pulse of current. If you hooked it up to the AIC, it may have gotten a big slug of current, and damaged the injector. If you're seeing tons of raw fuel squirting into cylinder #2, I'd try this experiment - disconnect the electrical connection from Injector 2 and run the engine - do you still see fuel in cylinder #2? If so, pull the injector. Normally, you should see a little bit of the metal plunger sticking out. It may have gotten pulled back and is stuck.
