Is it stuck always warm, or always cold? Or does it just have a hard time making it comfortable?
First, try recalibrating the system. Hit the AUTO and Vent buttons at the same time. This also runs the self-test.
If the regulation is just poor, the first thing to do is check the cabin air sensor. That's the little bulls-eye in the dash. It has a little fan sucking in air over a sensor. If the fan is jammed up with dust, or the sensor is covered in dust, it won't work well. If you have a newer system, the fan keeps running for a couple of minutes after the engine is shut off (normal) - listen for it to see if it's running.
If it's always stuck hot or stuck cold, it could be that the plastic arm on the temperature regulating flap broke off. This is under the plastic cover, under the hood, at the base of the windshield. There are some websites I can point you towards with decent pictures.
Is the cabin blower fan working? If you can't set it to blow, temp regulation will be poor.
Lastly, What year car is it? I'm assuming it's a '92 or later, so it's ACCII.
