The ACC system does know the temperature of the coolant, and it keeps the fan speed down. Most folks don't like getting a lot of cold air blowing on them.
Since your '94 has ACCII, you can program it to start up any way you want. Simply select the settings you want, including fan speed, and hit the top rightmost and bottom rightmost buttons at the same time (with the car on, of course). It'll start up that way until you change it. Just hit AUTO to resume the automatic program. The only 'however' on that is if you hit auto and the settings change, and then you stop the car, and restart it within a few minutes. It will pick up where it left off in that case - and that's an intended feature. The assumption is that you just hopped out of the car for 5 minutes to get coffee or use the loo, and you'll want the same settings getting back in as you left them five minutes before.
