Head bolt Hysteria?

I am planning to retorque the head bolts on my new 98 9000 cse this weekend. I have completed the procedure on my NG900 and haven't had any problems in the last 20k. The 9000 runs great, there is no smoke and no seeping around the #7 or #10 bolt. I do have the o'ring plug leak, but no other leaks. My question is regarding the retorque, my plan is to set the torque wrench to 60 lbs and tighten all the bolts first. This should let me know if I have a problem with any loose bolts. After this first pass with the wrench, I will simply tighten using the 90degree turn the bolts that were loose. I really don't want to loosen any bolts that aren't currently loose. Does this sound reasonable, or am I doing something wrong by not loosening the bolts first? I guess, I'm not sure of the advantage gained by loosening a bolt and then retorqueing, if it's not already loose. Sorry for the ramble.
