According to John Moss the Saab master tech and trainer, the blue DI's are 'test' DIs for shops. He said there is much myth surrounding them, and little or no hard facts. And if anybody on this side of the Atlantic would know, it would be him. He believes that the Blue DIs are DIs that were returned under warranty, and checked out fine. They were cleaned up, painted blue, had a hold drilled in them (so they would hang on a hook), and had a notch taken out of one corner. They were sold to shops at much less than the cost of new DIs for 'test' purposes. Many got out to general owners, as they were cheaper. As to being rebuilt, there is no evidence that they were, or weren't. Basically, a Blue DI is as good as a Red one, except that there is space for dirt to get into the well between the heads.
As to Black vs. Red, in most cases a Black can be used instead of a Red. It is not recommended to use a Red instead of a Black (on a T7 car). There are minor differences. Some folks have had excellent luck running a Red on a T7 car (like a 9-5), and vice versa. Others have had trouble. You pay your money, you take your chance. John's recommendation was to stick with Red (or Blue) on 9000 and 900, and stick with Black on 9-3 and 9-5, except in emergency situations. He didn't recommend running with the other for a length of time.
There is a 'test' version of the black DI - I think it's green, but I'm not sure. It isn't blue.
Saab doesn't recommend using Black DIs on a 9000, or a Red DI on a 9-5. That isn't a lack of recommendation - the trainers say Not To.
