You probably will never see an official Saab bulletin condoning the use of Black on Red or vice versa.

Me personally, I wouldn't use a red on a black car or the other way around. But that is just me being anal about how I do my work. People swear up and down that it works perfectly but I leave that up to them to guarantee to their customers.

I highly doubt that the blue cassette is a rebuilt one (probably urban legend) but either a repainted new red one or a good used red that has been repainted.

The blue one was made for the dealerships to use as a test cassette only and therefore it was painted blue to be recognized as such with 4 cutouts made so that you could study the innards of the cylinder head for misfire/spark leakthrough.
It also had a hole drilled in one end so that it could be hung on the tool board in the shop.

Recently I read that the blue ones might have been red cassettes that was sent back to the manufacturer, exchanged on the fields by mechanics that didn't want to test the car and find the real problem but threw a new cassette on just for the hell of it. When the manufacturer tested those red cassettes they saw they were good and instead of sending them out again as good ones they painted them blue and had the dealer use them as test cassettes instead (this might be another urban legend though).

The black cassette has its own test partner and that one is painted green. So maybe in the near future we will be seeing green ones popping up on E-bay when someone have found a source for them.
