Your engine controls are correct and operating properly.At higher elevation your engine controls are allowing higher boost level because the engine intake air is less dense.When you were at lower elevations the atmostphic preasure is higher and you can't run the boost preasure you have up in the mountains.
You should have noticed that your body had better preformance and felt easier to take a breath at sealevel than where you live in the mountains. Your car felt the same way,for the added preformance at sea level you should have used 93 gas and done a adaptive run,and the car would have tuned itself for the level you were then at.
