I believe base boost is about 6psi, and full boost is approx. 15psi. I don't think the base boost setting affects max boost, which is controlled by the ECU and BPC valve. You can adjust that with a manual boost controller, but you probably don't want to get into that. The base boost can be adjusted by fiddling with the wastegate actuator, but you really don't want to do that, as there is no potential benefit.
