Boost cutoff on trip to sea level

On a trip from Colorado (elev. 5200) to Salina, Kansas (elev. 1225) I started to experience what must be max boost cutoff in any gear if I really got on it enough (1st-5th gear). The car would accelerate well for about 75% of boost untill, wham, no power. After I returned to Colorado, I could only get it to happen in 5th at highway speeds but very hard to get it to fail. A couple of questions:
-Is this cutoff?
-When I get my new pressure gauge, where should I connect it?
-What is max boost cutoff level?
-How do I lower boost to safe levels?
-Should I lower boost even if I don't hit cutoff here at higher elevation?
-I added an BPC and cse ECU to my '97 9k CS about 6 months ago and this is the first time I noticed cutoff, and everything is hooked up correctly. Anything else I might have missed?
