The green wire connects between the D+ on the alternator (field coils) and the ALT light in the dash. If you turn the key to ON, but don't start the car, you should see the ALT (or BAT) light. If you don't see the light, then you aren't making good contact between the D+ post and the bulb. I've seen this wire rot out pretty badly - moisture and gunk gets in under the insulation and corrodes it away.
What I've done in the past is to trace the green wire where it dives into a wire bundle, then carefully peel back some of the insulation for the BUNDLE. I then cut back the green wire until I get to good, shiny copper. Then splice in a whole new wire from there to the alternator.
With the key to ON (engine not running), if you short the green wire to ground, the ALT light should come on, If not, the bulb may be burned out.
But the most likely problem is just rotted wire, rotted down where the insulation may look good. Just cut it back and splice in all new. It's usually OK where it meets the wire bundle. Replacing the wire all the way back to the bulb (actually, the connector to the instrument cluster) would be very hard, and probably unnecessary.
