I'm no expert on the alarm system, especially in non-US markets. I can relay this information-
If you have a US market car, the remote can't kill the car. I'm not sure where you are located, or if this car is a special. From what I understand, even outside the US, with a 9000 you can always unlock the car with the key, and that should disable the alarm. Now, if the door key lock isn't working, that would be different. But if the key in the driver's door activates the central locking, then you're probably OK there. But if the key doesn't, other things may be afoot.
It sounds like you're coming onto a mystery car - a bunch of things don't work. The mystery is that what single thing would cause such havoc? Most probably, more than one thing. Does the central locking work? If it does with the key, but not the remote, something is amiss in remote/central lock land. However, if the key and remote don't activate the central locking, it could be a problem with the switch in the door, OR just that the central locking isn't working. Here's a question - does the dome light come on when you open the door? If not, then most likely the fuse for central locking (and dome light) is blown. For reasons unknown, many used cars I went to look at had this problem. And the owners, afraid that it would be Yet One More Expensive Repair, chose to ignore it.
I suspect that the car didn't suddenly just stop working one day, and the owner decided to sell it. Fine yesterday, dead today, let's sell it. Nope, folks usually live with a few things not working, and get behind on fixing things. Terrified of repairs, they go to sell it. And act really dumb when folks come to look at it. Now, it may not be an act, but usually they know more than they're saying.
As to no horn - you can disable the horn beep on lock/unlock via tech II, so that may have been done in the past. Or somebody got sick of it and ripped out the wires. The history of each car can be pretty interesting.
I'm pretty sure the imobilizer, if there is one, kills the fuel pump.
If I had to guess, this would be my take-
The central locking fuse is blown. The CEL is on from any number of problems prior to not starting, from a bad O2 sensor to a wire that fell off. The starter is a bad solenoid - pitted contacts. If the engine were seized, the lights would dim. Yes, I've seen folks sell cars with siezed engines, claiming it was a bad starter. I even saw a mechanic replace a starter on a siezed engine. Another story.
Other possibilities would be a bad ignition switch, so that the starter contact isn't made. Get some help, and listen carefully at the starter for the solenoid click. If it clicks, it isn't an interlock.
What year is the car? I know there were starter interlocks in some years. Any info you could provide would be helpful. What is the general condition of the car? Location (i.e. continent).
