Parking break question.

I have replaced the caliper on the right back wheel, and now i can't get the parking brake to function correctly.

I've adjusted the hex wrench which have been mentioned in lots of other questiont. I tightned it so much i felt it was getting hard to spin the wheel by hand, and then i loosened it just a little bit, it is still not wasy to spin the wheel.
But now when i pull the parkingbrake-lever on the caliper there is nearly no diffrence from when i don't pull it.

On the other side (left back wheel with an old caliper) i can spin the wheel without problem, and when i just touch the parikingbrake-lever the wheel stops instantely. I don't have to pull the lever hard at all. But on this new caliper barely nothing at all happens, even if i pull the lever as far as it gets.

I had some thoughts about a bad caliper, and are thinking of trying to replace it, but i want to check one thing first. When i pull the parking-brake lever on the caliper, about how far shoud the piston extend? On the one i have now it extend about 2-3 mm when the pull the lever as much as i can. Is that normal?

Could there be a break pad problem? Normal brakes are working as they should. Any advices?
