I've tested it without cable (i've also tested to adjusted the cable with the same result) and pushed the small lever on the caliper, and spinning the wheel then gets harder, but it doesn't lock the wheel as the caliper on the other side does.

I've another new caliper in my hand now, and when i fully push the lever on that one, i can see that the piston moves out about 2-3 mm, is that really enough?

The caliper is from Budweg (http://www.budweg.com).
