When you engage the parking brake, does the lever at the caliber swing towards the caliber? If not, or if not enough, you may need to adjust the parking brake cable. If you remove the brush-like cover from the base of the hand lever, you'll see the cable ends w/adjusting nuts. The left cable goes with the left brake, etc. If the cable is too loose, or came off its attachment point on the lever, you can get the symptons you describe.
Test the new caliber. With the cable detached, when you manually push "all the way" on the litte lever where the cable attaches (to the brake caliber), this should lock the wheel. If it doesn't, the problem is there, not at the hand lever or with the cable.
Can't be much of anything else.
