I take it from the body of your note that the battery light Does NOT come on, yet the voltage is 11 volts or so.
If you turn the key to ON, but don't start the engine, do you get a nice, bright battery light? You should. If you don't, then you need to check the wiring from the battery light to the alternator. Start at the alternator - make sure the thin, green or yellow wire going to the back of the alternator is still in place, and connected well. If the problem isn't obvious, remove the wire from the back of the alternator, and (key on, engine OFF), touch the wire to chassis ground. The light should come on bright. If it does not, the problem may be in the wire or the dash light. That bulb must work for the alternator to work. If the light comes on bright, touch the wire to the ALTERNATOR case. Again, the light should be bright. If not, make sure the alternator ground is good.
If the Bat light works when you touch the wire to ground (and alternator case), but doesn't come on when attached to the VR, key ON, engine OFF, I would suspect the VR. Yes, I know it's new.
