I don't know anything about the Sun Sensor on the dash, but for your other quex:
Fuse 31 or 32 is for the DRLs. It was probably pulled--like I did the instant I got my car. If you want DRLs, just replace the fuse. It's number and amperage is listed on the fuse panel on the passenger side.
As for your cruise control, it could be a bad switch (brake or clutch). But it can also be the bracket the switches are mounted on. If it is pivoted back too far one or both switches won't work and you won't be able to set a speed. On my car (a '96 CSE 5 spd) I found I could get cruise to engage by pulling back on the clutch or brake with my toe, so the switches were just a fraction of an inch out of place. I pivoted the bracket and switches forward a tad and all is well.
The switches DO stick, but they are very simple items (a plastic shaft and two copper contacts), so there is not much to go wrong. I suspect many get replaced when all they need is a little lubrication (try dielectric grease). Then when the "bad" switch is replaced they are pivoted into the correct position--and it works--so the switch is blamed. Check the wires going to the switches too, just so you know they're not the problem.
