You might try reinstalling your VR. I recently had a similar problem just after putting in a new one. I was concerned that the brushes hadn't seated well because of the grooves worn in the commutator. I wrapped dental floss around the brushes and used a "spanish windlass" twister to pull them in tight, put the vr back in and slowly released the tension and then pulled out the floss. Seemed to do the trick. I think slip ring wear is a real problem but if you buy a rebuilt they've often been turned undersize.
