What you do is remove the tab found on the base of the 9005 bulb. I used a soldering iron to melt it off. You can also use an Xacto knife to cut it out. In terms of possibly blinding people it just doesn't happen. Since the high beam bulb is in the low beam housing, the angle of light just isn't the same as the high beam housing. Also, using the 9005 bulb in the low beam housing increases your light output from 1000 lumens to 1700 lumens. It is a big increase but still does not compare to Xenon lights which put out 3200 lumens. If those lights don't blind oncoming traffic, the 9005 modification won't either. I use Sylvania Xtravision bulbs in my 1996 9000CS. They seem brighter than the Sylvania Silverstars which are much more expensive and don't last as long.
