I would probably go with the 900. It has lower miles and is near the end of the model run, so it is less likely to have "issues"... and 9000s can definitely have issues. Be aware that a '92, may have traction control, which tends to be troublesome.
I have a '96 9000 CSE and mine is very reliable, but it has needed more work in the 18 months I've owned it than the '84 C900 I'd had since new did in the last 4 years of its life. All of it was just age/miles-related, but a 9K is, on average, more expensive to run.
I originally planned to turn the '84 over to my daughter (16), but when it hit 20 last summer it just needed too many things. But it had been a bullet-proof car. Totally reliable, easy to work on, good in all weather and safe.
I couldn't find a good one to replace it but still wanted her in a Saab. I did find a '95 CS automatic with 138K on it and maintenance records, owned by people I know who took good care of it. Even though it needs things, it was a good deal at $2K. I know it will cost more to run, but I DIY about 75% of stuff so that's OK. And I have an indy Saab specialist that I trust completely. FWIW, I think the 9K is a safer all around car than a 900, but this is open to debate. Both are among the safest cars on the road.
IMHO, the '92 you are looking at had better be totally perfect to be worth $4K. I may be wrong, but that seems high to me. I think the C900 is a better buy, and you can keep the extra cash aside for some repairs, tires, etc.
BTW, have whatever you buy looked over thoroughly by a Saab specialist. This is really important.
