When the car is sitting, the needle should be right about at the break between white and yellow. That's atmospheric pressure. When the car is idling, the needle should be below that point - partial vacuum. If not, the gauge or gauge hose has issues.
When running, does it go above atmospheric at all? If you can get it to atmospheric and you aren't at wide open throttle, then the turbo is at least doing something. If you can get it over atmospheric, the turbo is working.
I assume it isn't just base boost - the needle only getting to mid-yellow. Sorry, had to ask.
I assume the car feels very slow. If it doesn't, then it could be an indicating issue (bad gauge/hose).
How does the engine sound? Are the air sounds much louder? That could indicate a blown hose. Under pressure, a split in a hose can open up and dump all your boost. I've seen hoses split on the underside - while the car idles, not only listen for hissing, but move hoses around - push and pull on them, and see if the sound changes.
Does the engine sound choked? Have you looked in the air filter? Is there one, and if so, does it look like squirrels have been nesting in it? ARE squirrels nesting in it?
Is the turbo spinning? Pull off the intake hose and spin the turbine with your finger. It should spin freely.
Do you have a check engine light? Check the hose to the MAP sensor on the firewall. How do the plugs look? Are they the proper NGKs? How's the gap?
And yes, the wastegate arm could be stuck wide open. Not likely, but possible. But how much boost is no boost? Can you rev the engine? How driveable is it?
