This is not an area that I'm all that familiar with, but since no one else answered you, here goes:
First step is to run the ACC self-diagnostic, you hold two buttons to trigger it, forgot which two, do a search. Any number above zero indicates a fault. I believe that it is possible to do a reset.
Second is to check the connection to the flap arm outside the heater core. The heater core is always hot, there is a flap that mixes heated and non-heated air, the end of the arm likes to break off. The good news is that there is a repair kit available from SAAB.
