I too have an 1994 5spd Aero with K&N and full 3"JT system! I have been having the fuel cut-off problem since I bought the car 7 years ago. I have been forced to live with this problem because I got the same BPC, plug and DI cassette advice from the posts. All not fixing the issue.
An easy way to check if the solonoid works is too simply go driving and while boosting up in third gear, gently tap your brake with your other foot. If your boost instantly cuts off, you know that your ECU AND BPC are working. This is a feature of the ECU logic for the ABS, but is a great quick way to rule out those two items. I finally got this advice from a Saab enthusiast at Taliaferro saab, a great source of aftermarket parts for Saab.
For my car, when I tapped the brake, it instanly cut boost meaning that it is most likely the base boost being too high. I am the second owner of the car and the previous guy probably fidelled with the actuator rod. My next step is to trial and error the length for base boost reduction until optimal base boost. Problem is the rust, and getting to the area.
