I assume you are talking about the A/C belt on an older 9000?
Yes, you can. The easiest way to get to the pulley tensioner nuts is to unbolt the coolant tank and move it out of the way. Then you can reach down and use two box wrenches in a kind of awkward one-handed tightening manuevor, pushing the larger down with a couple fingers to tension the belt while pulling the smaller up to tighten the pulley in place.
