Someone posted a while back that they were successful in replacing the belt from the top. Yes, it involves removing the pulley, and there may be a clearance issue between the tensioner pulley bolt and the fender liner. But the liner is plastic, and perhaps can be pressed out of the way.
Frankly, removing the fender inner-liner isn't that bad a deal. It adds maybe 20 minutes to the procedure. You'll probably spend more time trying to do it from above, and lose a lot more knuckle skin in the process.
After owning a few mid-engine cars, I've come to learn that the time spent moving stuff out of the way is well worth it. It would be different if I were a mechanic on the clock, but my time (and skin) is my own. I think of it this way - if you had a classic Ferrari you were working on, wouldn't you take your time and move the obstacles, instead of trying some kludgy work-around? Why should your Saab, or heck, even that GM beater be treated any different?
