Since in order to remove the belt, you must first remove the tensioner pulley, it is not possible to do the operation without removing the fender liner.

Removing the crank pulley is a matter of unscrewing the crankshaft pulley bolt (32 mm socket or thereabouts) and pulling it straight out. To get the bolt off, you'll need a stout breaker bar and possibly an old vacuum cleaner tube over the breaker bar's handle for extra leverage, along with a helper holding a screwdriver in the flywheel teeth to keep the engine from turning.

Note that when the crank pulley comes off, it very often likes to take the front seal with it, so be armed with a replacement, and you might as well do the oil pump o-ring while you're there.

If you're shredding belts, there's a good chance one or more of your pulleys could be wobbly. Suspect the crank pulley, for one, which I've had go wobbly and cause belt alignment issues. Other of course are PS pump, water pump, compressor, and alternator. If you're unsure of the vintage of them, you should also replace the tensioner pulley and idler pulley.

If your crank pulley has snuffed it, a new one's in the $150 range, and don't forget to remove the shutter wheel from the old pulley and transfer to the new, if you have one (since the crankshaft position sensor is not located at the pulley on 94+ years you probably don't need to worry about that).
