In our glorious TCS-equipped missiles, the throttle body IS the TPS. Which is to say, the electronic throttle integrates that function and you don't have a separate TPS per se.
The electric motor that controls the throttle butterfly cannot overcome the resistance of a spring in there acting against it, and in normal operating conditions the vacuum compensates. Generally, when the car realizes you have some savings in your account, it will go into limp home mode by dumping the vacuum pressure leading to the throttle body.
Limp home mode is characterized by the pedal impersonating a great big fish on the other end of the fishing pole you're holding with your foot, and proceeds to become very hard to press and very slow to respond. You would normally see the TCS CTRL light (or whatever the equivalent warning is in your car) come on and stay on.
I'm surprised you're not seeing the red light -- it could simply be that you've got a vacuum leak in the ETS circuits causing momentary loss of vacuum assist to the TB. Check your hoses and go from there.
