hooter valve and lose of turbo pressure questions

i've NEVER had major turbo issues after 6 saabs, so i'm not very knowledgable in this area. this is the wifes car and i drove it this morning to rotate the tires as work...now i'm noticing all kinds of "stuff" on her 1995 9000 CSE questions:
first: i'm know why they call it a hooter valve (and where it's located) but i'm having troubles determining if a high pitch whine (similar to the drone you hear from tires on the highway, but quiter) from the turbo area when the car is cold. often goes away when i start moving. is this the "hoot" or does the "hooter" valve actually sound like an owl! is is "hooter" what the UKs call a whistle?
2nd: i've lost major boost. i doesn't rock and roll on the highway as it should. feels like a LPT and boosts only to the red bar, no furthur. all vacumn lines appear good and attached. i think i had this issue two summers ago and seem to recall replacing the hooter then! wastegate arms is attached and seems to be operating. i did replace the APC two years ago but that was due to "band" hesistation under heavy acceleration.
hooter=loss of power posible?
what is that high pitched drone, turbo bearings?
