The hooter on my 93 CSE lets aout a "wooosshhh" sound inbetween gears while accelerating. Its job is to release turbo pressure to the atmosphere when the engine load drops abruptly (as when shifting gears on the manual).
If the hooter is defective, I imagine that it would vent all turbo pressure to atmosphere, so there would be very poor throttle response (my guess).
I suggest you look at the BCV, the black thing on top of the radiator (driver side). It has three hoses and an electrical plug. With the engine off, disconnect the electrical lead, measure resistance across the central pin to the outer pins. Should read about 3 ohms. If not, bad BCV, and this will leave you with base boost only. You can also use an automotive stethescope to listen to the BCV while you ideal the engine (electrical lead connected). You will hear high frwequency clicks if its operating.
