To test the health of the turbo charger, and the integrity of the intake/turbo hoses, try disconnecting the "W" hose from the BCV and go for a drive where you can punch the pedal to the floor. If turbo & hoses are fine, you'll get more than FULL boost, the car will accelerate right up to fuel pump cutoff, so be carefull. After doing this test, reconnect "W" hose. The saab is not meant to run without. BWT, you can locate the W hose by looking for the "W"" at the BCV (there's an "R" and a "C" as well).
If you don't get the wild ride, you have turbo or intake hose problems. If you do have full boost, lookk for electrical problems. One place to look is to be sure tha the cruise control switch at the clutch pedal close when the clutch is not engaged.
good luck. I have base boost only on a 92 9KT, and just encountered the same problem with my 93 CSE. No time to investigate just yet.
