I think the fact that your replacement 30A fuse melted is an indication that the relay is closing properly, provided that the melting occurred as the fan turned on and not before.
Ari had some nice advice for me when I had cooling fan problems:

I did not have the relay block out of its holder, so I couldn't test the relays properly. However, if I grounded the pins at the thermofan switch and the ignition on, I could hear the relays clicking.
It is certainly possible that you have a short in the wire from the fan relay (one of the fan relays) to the fan motor. To test this, you would have to disconnect the wiring from the fan motor and then test for continuity (lack of resistance) between the appropriate pin at the relay and ground. I don't have a decent wiring diagram, so the only way I'd be able to find out which pin this is is by testing all of them (well, I'd start with the thicker ones) for continuity with the fan wiring harness hot leads. Do you have a multimeter? Essential for figuring this one out.
A short would be the cheapest thing to fix, just by replacing the wire with one of equal gauge and protecting the area where you presumably will find the insulation rubbed off.
Frustrating problem, especially when it's hot outside. Good luck.
