The orange (or red, depending upon how you decipher that color band) area is the typical place for the needle to be when full-boosting.

The start of that section is approx. 12 psi and the end of it is approx. 16 psi. A stock CSE can hit the middle of it with no problems. That would be around 14 psi, and given the right conditions (premium fuel, cool day, fully tuned engine), is fine. Anything beyond that for a CSE would be considered over-boost. For a stock manual Aero (or '98 CSE manual), that can hit the end of the area and still be okay. Beyond that point (greater than 16 psi) would be considered over-boost.

You would know what fuel cut-off feels like. To describe it mildly, it's like going full speed and then *BANG* -- nothing. If you're feeling stuttering, chances are that is being caused by the DI, old or mis-gapped plugs, etc. Do a search on low-/no- boost conditions to try to cure your problems. Granted, you're getting boost, but maybe something needs to be cleaned or replaced to give you full-boost without hesitation (such as the small check valve in the PCV system, O2 sensor, NTC sensor, vacuum lines, etc.).
