It occurred to me that you have a non-Trioic car, so what I said on the BPC control may be worthless - I'm more familiar with the Trionic system. Nevertheless, I believe that a lot of what I know is aplicable since your car has the BPC, not the older APC system.
Seeing as how you took the knock sensor out of the equation, I don't think that the boost is being cut back due to knock. I think you did the right thing to check this. And I don't think that you are hitting "fuel cutoff" on overboost, the cutoff is a very dramatic effect, not a gradual taper.
So, perhaps you should be looking for a leak that opens up under pressure. Take a good look at all the rubber elbows in the intake path, as well as the one-way valve in the hose from the valve cover to the intake manifold. After that, my last guess would be a crack in the intercooler?
