Ken: My guess is it's the master cylinder - the one that live under the dash board and is easy to get to. You may be able to diagnose it by letting the car get warm so you have lots of resistance and then try to bleed the clutch. If it doesn't bleed very well, then it has to be the master because that shows that the pressure is not getting to the slave.
I would try to get fresh fluid into the system by bleeding it a lot anyway simply because hydraulic fluid can get mung in it. I agree with Dick that is is more likely to lose pressure rather than gain it, but it could be dirt clogging a pressure relief valve. If all else fails, replace the master to start with because it's the cheapest and easiest to get to.
